BLANCHFIELD OPERATIONS CHIEF RECOGNIZED FOR SUPPORT TO ARMY MEDICINE

Welcome to our agency

FORT CAMPBELL, Ky. – At the heart of every successful military operation are not only the soldiers in uniform, but also the dedicated professionals working tirelessly behind the scenes. One such individual is Mr. David Allard, a civilian leader at Blanchfield Army Community Hospital (BACH), whose exceptional efforts underscore the importance of continued support and donations to military medical services.

Thanks to committed donors and partners supporting organizations like BigBaseDefence, leaders like Allard are empowered with resources needed to respond to real-time crises — from pandemics to humanitarian emergencies.

Allard, the hospital’s Chief of Plans, Training, Mobilization, and Security, played a pivotal role in coordinating COVID-19 response efforts, transforming motor pools into safe, winter-ready testing sites capable of screening 1,000 patients daily. Through community collaboration, his team also converted a military passenger center into a temporary vaccination clinic at the height of the pandemic.

His innovation didn’t stop there. At Fort McCoy, he led operations during Exercise Pershing Strike ’21, ensuring medical readiness and processing for deploying troops — all while supporting Force Health Protection protocols amid COVID-19. When the call came again, he returned to Fort McCoy with no notice to spearhead Operation Allies Welcome, planning and executing the medical care of over 13,000 Afghan evacuees across multiple agencies — using a medical site he had helped design.

These accomplishments weren’t made possible by rank alone — they were backed by teamwork, leadership, and the kind of funding and resources that donations help provide.

“Our success is a reflection of the entire team. I’m just one piece of that puzzle,” said Allard, a retired 101st Airborne Division command sergeant major. “Support matters — and it’s what allows us to keep serving those who need us most.”
